一，個(gè)人需提交的基本材料

　　

1.Basicmaterialstobesubmittedbyindividuals

　　

1.教育部出具的國(guó)外學(xué)歷學(xué)位認(rèn)證書(shū)、國(guó)(境)外學(xué)位證書(shū)及成績(jī)單。如為進(jìn)修人員的，提供國(guó)(境)外進(jìn)修材料和國(guó)內(nèi)碩士研究生及以上學(xué)歷學(xué)位證書(shū)或副高級(jí)及以上職稱(chēng)證書(shū)。

　　

2.出國(guó)留學(xué)前國(guó)內(nèi)獲得的相應(yīng)的最高學(xué)歷學(xué)位證書(shū)。如出國(guó)前系在職人員的，提供原工作單位同意調(diào)出或已離職材料。

　　

3.護(hù)照、簽證及所有出入境記錄。

　　

4.居民戶口簿和身份證。如留學(xué)期間戶籍已注銷(xiāo)的，提供90天內(nèi)有效的戶籍注銷(xiāo)材料。

　　

（1）Certificateofforeignacademicdegree,certificateofforeigndegreeandtranscriptissuedbytheMinistryofeducation.Ifitisarefresher,provideoverseasrefreshermaterialsanddomesticMaster'sdegreecertificateorviceseniortitlecertificateorabove.

　　

（2）ThecorrespondinghighestacademicdegreecertificateobtainedinChinabeforestudyingabroad.Ifyouareanemployeebeforegoingabroad,providethematerialsthattheoriginalworkunitagreestotransferoutorhaveresigned.

　　

（3）Passports,visasandallentry-exitrecords.

　　

（4）Residencebookletand左邊ID右邊card.Ifregisteredresidenceiscancelledduringstudy,provideregisteredresidencecancellationmaterialsvalidfor90days.

　　

二，個(gè)人有下列情形的，需補(bǔ)充提交以下材料

1.落非社區(qū)公共戶的，提供在滬落戶地址材料。落戶本人在滬房屋的，提供房屋有效權(quán)證;落戶在滬直系親屬房屋的，提供入戶地房屋有效權(quán)證和產(chǎn)權(quán)人共同簽署的同意入戶意見(jiàn)書(shū);落戶單位集體戶的，提供集體戶管理單位的集體戶口簿地址頁(yè)和同意入戶意見(jiàn)書(shū)。

　　

（1）Forthosewhosettleinnoncommunitypublichouseholds,theaddressmaterialsforsettlementinShanghaishallbeprovided.IfyousettleinahouseinShanghai,youshallprovideavalidhousecertificate;ForthosewhosettleinthehousesoftheirrelativesdirectlyunderthecentralgovernmentinShanghai,thevalidhouseownershipcertificateoftheplaceofentryandtheletterofconsenttoentryjointlysignedbythepropertyownershallbeprovided;Forthosesettledinacollectivehouseholdofaunit,theaddresspageofthecollectivehouseholdregisterofthecollectivehouseholdmanagementunitandtheletterofconsenttoentryshallbeprovided.

　　

2.已婚的，提供結(jié)婚證書(shū);離異的，提供離婚證、離婚協(xié)議書(shū)或法院調(diào)解書(shū)、判決書(shū)等。

　　

（2）Ifmarried,providemarriagecertificate;Incaseofdivorce,providedivorcecertificate,divorceagreementorcourtmediationstatement,judgment,etc.

　　

3.有子女的，提供子女出生證及符合國(guó)家和本市現(xiàn)行計(jì)劃生育政策的個(gè)人承諾。

　　

（3）Iftherearechildren,providethechild'sbirthcertificateandpersonalcommitmentinlinewiththecurrentfamilyplanningpoliciesofthestateandthecity.

　　

3.1配偶和子女居民戶口簿、身份證、在滬落戶地址材料、子女出生證、中國(guó)護(hù)照或旅行證及簽證、出入境記錄;16周歲以上、在普通高中就讀的子女需隨遷的，提供學(xué)籍材料。

　　

3.1Residencebooklet,左邊ID右邊card,addressmaterialsforsettlementinShanghai,childbirthcertificate,Chinesepassportortravelpermit,visaandentry-exitrecordsofspouseandchildren;Forchildrenover16yearsoldandstudyinginordinaryhighschoolswhoneedtomovewiththem,studentstatusmaterialsshallbeprovided.

　　

3.2在滬檔案保管單位提供的配偶人事檔案核實(shí)情況表及相關(guān)材料復(fù)印件。配偶來(lái)本市前原來(lái)在外省市有工作單位的，提供原工作單位同意調(diào)出或已離職材料。

　　

3.2Theverificationformofspouse'spersonnelfilesandcopiesofrelevantmaterialsprovidedbythearchivesstorageunitinShanghai.Ifthespouseoriginallyhadaworkunitinotherprovincesandcitiesbeforecomingtothecity,providethematerialsthattheoriginalworkunitagreedtotransferoutorresigned.

　　

3.3放棄隨遷的，提供有效身份證件及書(shū)面放棄隨遷承諾書(shū)。

　　

3.3Incaseofabandonmentofaccompanyingrelocation,providevalid左邊ID右邊cardandwrittencommitmenttoabandonaccompanyingrelocation.

　　

三，申請(qǐng)單位應(yīng)具備的基本條件

申請(qǐng)單位應(yīng)是在上海市注冊(cè)登記的黨政機(jī)關(guān)、事業(yè)單位、社會(huì)團(tuán)體、民辦非企業(yè)單位、合伙制企業(yè)(會(huì)計(jì)師事務(wù)所、律師事務(wù)所等)以及注冊(cè)資金在100萬(wàn)元人民幣及以上、信譽(yù)良好，在本市正常經(jīng)營(yíng)、依法納稅、按規(guī)定參加社會(huì)保險(xiǎn)的各類(lèi)企業(yè)(非企業(yè)法人分支機(jī)構(gòu)其上級(jí)法人注冊(cè)資金應(yīng)不低于100萬(wàn)元人民幣)。

四，激勵(lì)條件

1.在國(guó)(境)外高水平大學(xué)、國(guó)際知名科研機(jī)構(gòu)等擔(dān)任相當(dāng)于副教授、副研究員及以職務(wù)；在世界500強(qiáng)知名企業(yè)、跨國(guó)公司等擔(dān)任高級(jí)管理、技術(shù)、科研職務(wù)；或者經(jīng)上海市人力資源和社會(huì)保障局認(rèn)定為高層次人才的留學(xué)人員，以及在國(guó)(境)外高水平大學(xué)學(xué)習(xí)獲得博士學(xué)位的人員等，全職來(lái)本市工作后可直接申辦落戶。

　　

（1）Holdtheequivalentofassociateprofessor,associateresearcherandotherpositionsinhigh-leveluniversitiesabroadandinternationallyrenownedscientificresearchinstitutions;Seniormanagement,technicalandscientificresearchpositionsinworldtop500well-knownenterprisesandmultinationalcorporations;Orstudentsstudyingabroadwhoarerecognizedashigh-leveltalentsbytheShanghaiMunicipalBureauofhumanresourcesandsocialsecurity,aswellasthosewhostudyathigh-leveluniversitiesabroadandobtaindoctorates,candirectlyapplyforandsettledownafterworkinginthecityfull-time.

　　

2.納入“上?？萍紕?chuàng)新職業(yè)清單”的用人單位，本市重點(diǎn)產(chǎn)業(yè)、重點(diǎn)區(qū)域和基礎(chǔ)研究領(lǐng)域等用人單位引進(jìn)的在國(guó)(境)外高水平大學(xué)獲得科學(xué)、技術(shù)、工程和數(shù)學(xué)等緊缺急需專(zhuān)業(yè)學(xué)士及以上學(xué)位的留學(xué)人員，全職來(lái)本市工作并繳納社會(huì)保險(xiǎn)費(fèi)滿6個(gè)月后可申辦落戶。

　　

（2）Employersincludedinthe"listofscientificandtechnologicalinnovationoccupationsinShanghai",andoverseasstudentswhohaveobtainedbachelor'sdegreeoraboveinscience,technology,engineeringandmathematicsfromhigh-leveluniversitiesabroadintroducedbyemployersinkeyindustries,keyregionsandbasicresearchfieldsofthecity,canapplyforandsettledownafterworkinginthecityfull-timeandpayingsocialinsurancepremiumsfor6months.

　　

3.擁有專(zhuān)利、科研成果、專(zhuān)有技術(shù)等來(lái)本市創(chuàng)辦留學(xué)人員企業(yè)的負(fù)責(zé)人、團(tuán)隊(duì)核心成員(一般累計(jì)不超過(guò)3人)，企業(yè)正常運(yùn)營(yíng)、招用至少1名員工(不含企業(yè)負(fù)責(zé)人本人)，并按規(guī)定繳納社會(huì)保險(xiǎn)費(fèi)滿6個(gè)月后可申辦落戶。企業(yè)注冊(cè)資金不少于50萬(wàn)元人民幣(實(shí)繳)，留學(xué)人員企業(yè)負(fù)責(zé)人為第一大股東(不含股份轉(zhuǎn)讓、后期資金注入)，個(gè)人股份一般不低于30%。

　　

（3）Thepersoninchargeandcoremembersoftheteamwhohavepatents,scientificresearchachievementsandproprietarytechnologytoestablishoverseasstudents'enterprisesinthiscity(generallynomorethan3intotal),thenormaloperationoftheenterprise,therecruitmentofatleastoneemployee(excludingthepersoninchargeoftheenterprise),andthepaymentofsocialinsurancepremiumsaccordingtotheregulationscanapplyforsettlementafter6months.Theregisteredcapitaloftheenterpriseshallnotbelessthanyuan(paidin),thepersoninchargeoftheoverseasstudents'enterpriseshallbethelargestshareholder(excludingsharetransferandlatercapitalinjection),andtheindividualsharesshallgenerallynotbelessthan30%.
